The Central Committee will meet in a session on January 25, 2017.

The Central Committee meeting has been set for Wednesday, January 25, 2017 at 11.00 hrs. in the General Assembly Chamber of the House at Wilhelminastraat #1 in Philipsburg.

 

The agenda points are:

  1. Presentation on composition, work method and role in society of the SER;
  2. Advice regarding the installation and composition of the Permanent and Ad hoc committees of Parliament;
  3. Advice regarding the installation and composition of the Latin American Parliament (Parlatino);
  4. Discussion on appointment Acting Ombudsman.

 

Representatives of the Social Economic Council (SER) will be present for the first agenda point. 


The Central Committee will meet in a closed door session on January 24, 2017.

The Central Committee meeting has been set for Tuesday, January 24, 2017 at 14.00 hrs. in the General Assembly Chamber of the House at Wilhelminastraat #1 in Philipsburg.

The agenda point is:
Presentation by Dr. Wynand van de Ven of the Erasmus University on the National Health Insurance.

Dr. Wynand van de Ven of the Erasmus University and members of the NHI workgroup will be present for this meeting.


From January 10-13, 2017 delegations from the Parliaments of the Netherlands, Curaçao, Aruba and Sint Maarten will be meeting in Curaçao for the Interparliamentary Kingdom Consultations (IPKO).

The four parliamentary delegations will be discussing a number of issues that include economic opportunities, energy and climate change, the vision for the ideal Kingdom in 2040, youth, issues with pension (AOV/AWW) of students, double language test, right of initiative for Kingdom laws for the Parliaments of Curaçao, Aruba and Sint Maarten, status of the Kingdom law on Dispute regulation, integrity, Constitutional Court and health care. The program also includes work visits to the new hospital, the harbor and Oostpunt.

The Interparliamentary consultations will conclude on Friday, January 13, 2017 with a joint press conference of the four delegations. Contrary to what has become customary, no Agreement list will be drafted and signed this time.

Prior to the start of the Interparliamentary consultations, on Janaury 9, 2017, the delegation of Sint Maarten will also be participating in the Tripartite meeting along with delegations from sister islands of Curaçao and Aruba. Among the topics to be discussed are sustainable development, education, situation in Venezuela, connection between islands (by air and sea),   minimum penalties, consensus Kingdom laws, the appointment procedure of a Governor as well as several IPKO topics

The goal of the meeting is to prepare for the Interparliamentary Kingdom Consultation as well as discuss topics of mutual interest. 

The Sint Maarten delegation partaking in the IPKO and Tripartite meetings will consist of the following members:

The agenda point is:

Draft National Ordinance adopting the budget of Country Sint Maarten for the financial year 2017 (National Ordinance Budget 2017) (ZJ 2016-2017-098) (IS / 194 / 2016-2017 dated November 10, 2016)

The House of Parliament will sit in an urgent plenary public session on Wednesday November 9, 2016. The Minister of General Affairs will be present for this meeting.

The urgent plenary public meeting is scheduled for 14.00 hrs in the General Assembly Chamber of the House at Wilhelminastraat #1 in Philipsburg.

The agenda point is Discussion on the border issues with the French side in particular at Oyster Pond.

The plenary public meeting is scheduled for 14.00 hrs in the General Assembly Chamber of the House at Wilhelminastraat #1 in Philipsburg.

The agenda point is Appointment of Chairperson and Vice Chairperson Parliament.

The House of Parliament will sit in a plenary public session on Friday October 28, 2018.

The plenary public meeting is scheduled for 10.00 am in the General Assembly Chamber of the House at Wilhelminastraat #1 in Philipsburg.

The agenda point is Examination of credentials and admission of Members of Parliament.

During the week of November 1-4, 2016 Members of Parliament participated in an Orientation week organized by the secretariat of Parliament.

After the oath taking ceremony on Monday, October 31, Members of Parliament delved immediately on Tuesday in an Orientation week organized by the secretariat of Parliament. This Orientation week started with a brief presentation by the Secretary General of Parliament (Griffier) on some practical matters concerning Parliament followed by a Masterclass on the role of Parliament in the constitutional framework as well as the competencies and responsibilities of Parliament. This Masterclass was provided by Mr. Luciano Milliard who is the Vice-rector for governance and policy affairs of the University of Aruba. Mr. Milliard has many years of experience in teaching constitutional law at the University of Aruba as well.

In the afternoon representatives of the General Audit Chamber gave a presentation on the role of the General Audit Chamber in our parliamentary democracy as well as the relationship between this High Council of State and Parliament.

On Wednesday morning the Masterclass resumed on the organization of Parliament, set up of the Rules of Order of Parliament and tasks of Parliament. In the afternoon session the Council of Advice enlightened the Members of Parliament on how this body executes its task as the main advisory body to the Government and Parliament where it pertains legislation.

On Thursday morning the Members of Parliament participated in an interactive session on the legislative process and the role of Parliament as a whole and individual Members in this. The trainer explained the phases of a draft national ordinance as well as the templates in order to enact legislation.

The Ombudsman provided the Members with insight in her role as the protector of the people and the guardian of the Constitution on Thursday afternoon.

All the High Councils of State emphasized in their presentations that their reason for existence is to assist Parliament in its supervisory role over Government.

On Friday morning the Orientation week kicked off with presentations from the trainer and in this interactive session the Members of Parliament role was looked at in a wider context. Their political party ideologies, Kingdom and regional organizations such as IPKO, Tripartite and Parlatino were discussed.

At the end of the Orientation week all Members were presented with a certificate for their participation.

The goal of this Orientation week was to equip all Members of Parliament but especially the first time Members with the necessary tools in order for them to execute their role as a Parliamentarian during the Parliamentary term 2016-2020 that just commenced on October 31, 2016.

Ombudsman, Mrs. dr. R.J.A. Arduin-Lynch will be present for agenda point 1.
