The Secretary General of Parliament Jozef D. Semeleer is calling on contractors to contact the parliamentary secretariat as soon as possible to set up a hearing regarding the Property Law and Contracting of Work draft ordinance.

The draft ordinance on Property Law and Contracting of Work which was submitted to the Parliament of Sint Maarten by the Minister of Justice and published on www.sxmparliament.org, will be held in a hearing format in a public session of the Central Committee of Parliament.

Members of Parliament would like to hear the opinions and recommendations from the general contractors in the business community as to the effects and consequences before handling this draft ordinance in a Public Meeting of Parliament.

Contractors are invited to contact the Secretary General of Parliament to make their interest known in participating in this hearing.

Representatives of contractors will be offered the possibility to make a brief presentation on the draft ordinance on Contracting of Work as it is relevant to their business interests in respect to the possible consequences of the proposed draft to contractors specifically and to the community in general.

The Central Committee of Parliament meeting scheduled for Thursday afternoon about Identification Cards and Driver’s Licenses, will be open to the public.

The meeting will take place on May 24 at 2.00pm in the General Assembly Chamber of the House of Parliament at Wilhelmina Straat #2.1 in Philipsburg.

The first agenda point is related to the National Ordinance, changes to the Stamp Ordinance 1994 as well as other ordinances regarding the introduction of new identification cards and driver’s licenses.

The second agenda point is an initiative draft ordinance which requires changes to the Civil Code Book Seven A, regarding the elimination of misuse of labour contracts.

There will be a public plenary session of Parliament on May 24 regarding the Criminal Code.

The meeting will take place on Thursday morning at 10.00am in the General Assembly Chamber of the House of Parliament on Wilhelmina Straat #2.1 in Philipsburg.

The first agenda point will deal with incoming documents.

The second agenda point is related to the National Ordinance establishing the new Criminal Law Code.

This plenary session was initially planned for May 21 but had to be postponed due to the swearing in ceremony of the new government.

The public plenary session will be carried live on St. Maarten Cable TV Channel 20 and via Pearl Radio FM 98.1. The audio will be carried via the Internet www.pearlfmradio.com.


The Central Committee of Parliament will meet in a closed door session with representatives from International Liquor and Tobacco NV on May 23.

The discussion between Members of Parliament and International Liquor and Tobacco is related to decoded products of alcoholic spirits.  

The meeting will take place on Wednesday afternoon at 2.00pm in the General Assembly Chamber of the House of Parliament at Wilhelmina Straat #2.1 in Philipsburg.


The plenary session about the Emancipation Day Ordinance among other issues scheduled for Monday, May 21 at 10.00am and the Central Committee meeting scheduled for 2.00pm, have both been postponed until further notice.  The postponement is in connection with the swearing in ceremony of the new Government.  Additional information will be forthcoming when the aforementioned meetings will be rescheduled.

The scheduled public plenary session of Parliament for May 14 to discuss the Emancipation Day Ordinance has been postponed.

The meeting was scheduled to take place on Monday morning at 10.00am in the General Assembly Chamber of the House of Parliament on Wilhelmina Straat #2.1 in Philipsburg.

The plenary session has been postponed until further notice due to funeral services for the late Jane Eliza Richardson-Proctor, the mother of Member of Parliament (MP) Hon. Hyacinth Richardson.

The President of Parliament Hon. drs. Gracita Arrindell extends her condolences to the family of the late Jane Eliza Richardson-Proctor and especially to MP Hon. Hyacinth Richardson on behalf of the Parliament of Sint Maarten and fellow parliamentary colleagues.

The Central Committee of Parliament will meet on May 08 to discuss the Emancipation Ordinance and an invitation from the Parliament of Latin America Parlatino.

The meeting will take place on Tuesday morning at 10.00am in the General Assembly Chamber of the House of Parliament on Wilhelmina Straat #2.1 in Philipsburg.

The draft ordinance is related to the introduction of Emancipation Day on July 1 as a national holiday.

The second agenda point is an invitation from Parlatino to participate in “VII Encuentro de Parlamentarios Cooperativistas” and the establishment of the “Red de Parlamentarios Cooperativistas de Americas,” from May 28 to June 1.


A Central Committee of Parliament hearing is planned for 8 February about the Sole Proprietorship Law.

The hearing is scheduled for Wednesday afternoon at 4.00pm in the General Assembly Chamber of the House of Parliament.

The law that parliamentarians will be dealing with is the National Ordinance establishing Title 13 of Book 7 of the Civil Code, National Ordinance Sole Proprietorship.

Several Notaries and the St. Maarten Chamber of Commerce & Industry will give their input with respect to the aforementioned national ordinance.
